I have previously posted all of these coupon policies before but they have since been buried under 500+ posts so I decided to put them all in one place.
Target Stores Coupon Policy
Coupons are a great way to save even more when shopping with us, and it’s easy to use them at our stores.
• Target accepts one manufacturer coupon and one Target coupon for the same item (unless prohibited)
• Super Target coupons can be used in any Target store if the store carries the item
• We gladly accept valid internet coupons
Because of the variety of coupons available to our guests, we do have some guidelines for how coupons can be redeemed at Target.
When accepting coupons, we use the following guidelines:
• We accept two kinds of coupons: Target-issued coupons and manufacturer-issued.
• We’ll accept one Target coupon and one manufacturer coupon for the same item, unless either coupon prohibits it.
• Coupon amount may be reduced if it exceeds the value of the item after other discounts or coupons are applied.
• We can’t give cash back if the face value of a coupon is greater than the purchase value of the item.
• We can’t accept coupons from other retailers, or coupons for products not carried in our stores.
• All valid coupons should be presented to the cashier while you’re checking out
Fred Meyer Coupon Policy:
Regarding manufacturer coupons printed from the internet. Fred Meyer is
currently still accepting those that are printed from a valid manufacturer
website. Our policy regarding the acceptance of manufacturer coupons is
outlined below: If the coupon will scan on our register system at the
exact amount that is printed on the coupon, we will accept the coupon. We
will not accept any manufacturer coupon that will not scan on our register
system. Additionally, we will not accept any coupon that scans at a
different amount than that which is printed on the coupon.

done since 1922. We won’t let you down this time either.

Walgreen’s Coupon Policy
Thank you for taking your time to contact our Corporate Offices. We appreciate hearing from our customers and value all comments received.
Walgreen stores accept a variety of coupons everyday. The coupons fall into two categories:
#1. Walgreens issued coupons and
#2. Manufacturer issued coupons
The following are some guidelines for accepting these types of coupons.
We will accept one Walgreen issued coupon and one manufacturer coupon for the same item, unless either coupon prohibits such use.
Walgreens Roto Ad coupons, IVC (Instant Value Coupon) coupons, and a manufacturers coupon can be used towards the purchase of any one item.
Walgreens does not provide cash back if a coupon is presented from more than the purchase value of the item.
Walgreens does not accept coupons from other retailers or coupons for products not carried in our stores. All valid coupons must be presented to the cashier at the time of sale.
When purchasing a Buy 1 Get 1 free item, only one coupon can be applied towards the purchase because the customer is only purchasing one item.
If a coupon states good on any size of the product and does not specifically exclude trail sizes of this product, the coupon can be used to purchase trial sized products.
Internet coupons can be accepted whether they are printed in color or in black and white. Walgreens does not accept expired coupons. As a company we do not price match.
If an item that was purchased with a coupon is returned, we will refund the price paid by the customer. Example: If the item retail was $1.49 and the manufacturers coupon was $.25 off, we would refund $1.24.

Safeway’s Printable Coupon Acceptance Policy
Effective September 2008, all Safeway owned stores accept legitimate, printable manufacturer’s and in-store coupons (“Printable Coupons”) pursuant to this policy. We recently engaged Coupons, Inc. to offer Printable Coupons on www.safeway.com and the websites of other Safeway owned companies. Help us make your shopping experience a pleasant one and prevent the abuse of this program by keeping in mind the following rules applicable to Printable Coupons.
We can only accept Printable Coupons if they scan properly at the register. Printable Coupons are delivered using special software, designed to print a properly rendered barcode and limit the number printed.
It is not an industry practice and we will not accept Printable Coupons for “FREE product” (i.e., no purchase required). Buy-one-get-one-free coupons and other varieties that have a purchase requirement are acceptable. We will not accept Printable Coupons for more than 50% of a product’s value. For example, a $2 off coupon will be acceptable for a product that sells for $5 or more, but a $2 off Printable Coupon for a product that sells for $2.25 will not be accepted. If there are exceptions, we are usually provided an advance notice by the applicable manufacturer upon which we will pass the appropriate savings, if any, onto you. Printable Coupons will be rejected if they appear to be distorted or blurry, or are altered in any way or copied. You should always print them directly from the website or email that is offering it. Printable Coupons will never appear on your computer screen or sent as a graphic, PDF or Word document.
Printable Coupons are non-transferable, and should not be copied, scanned, sold, traded, or otherwise distributed to others. They have unique serial numbers printed on them and follow an industry-standard format.
Wal-Mart accepts the following types of coupons (see guidelines below)
Manufacturer coupons (Cents Off)
Free merchandise (or manufacturer’s Buy-One-Get-One-Free) coupons
Store coupons
Pharmacy (Advertising and Promotional) coupons
Internet coupons
Soft drink container caps
The following are guidelines and limits:
Wal-Mart only accepts coupons for merchandise we sell and only when presented at the time of purchase. Coupons should have an expiration date and be presented within the valid dates. Wal-Mart will not accept expired coupons. Internet coupons should be legible and say “Manufacturer Coupon.” There should be a valid remit address for the manufacturer and a scannable bar code. Only one coupon per item is permitted. Use of 40 or more coupons per transaction will require approval by Customer Service Manager

Now that's just not right. They're still getting reimbursed from the manufacturer for it. Unless you're doing it right as the sale takes place and you can get your coupon back.
I don't generally return anything (unless it's defective), but still. Guess we'll all just have to keep that in mind.
